Chinesestate-ownedrealestatecompaniesrestartedoverseasbondissuancesinJanuaryafterfivemonthsofsuspension,pavingthewayforareboundoftheindustryasmorecompaniesareexpectedtofollowsuit.

InJanuary,thedeveloperssuchasChinaJinmaoandYuexiuGrouptooktheleadinsuccessfullyissuingbondsinMacao,accordingtomediareports,markingtheresumptionofoverseasbondissuancesfivemonthsaftersuspension.

ChinaResourceshadthehighestfinancingamountinJanuary,totaling3.5billionyuan,withanaverageinterestrateof2.17percent,accordingtomediareports.

WandaCommercialManagementGroupplanstoissueUS$300millionofthree-yeartermbondsinSingapore,itssecondUSdollarbondissuancethisyear.ItsoldaUS$400millionbondinSingaporeinmid-January.

Whilethetotalnon-bankfinancingofrealestateenterprisesamounted50.85billionyuaninJanuary,ayear-on-yeardecreaseof33.1percent,asdatareleasedbyChinaIndexAcademyonTuesdayshowed,thingsaretakingapositiveturnfollowedbytheresumption.

AffectedbytheweeklongSpringFestivalholidays,thetotalamountofnon-bankfinancinginJanuarydecreasedyear-on-yearduetothetougheconomicsituation,butthedeclinenarrowedyear-on-year,ChinaIndexAcademysaid,suggestingthatindustryfinancinghasenteredarelativelystableperiodafterayearofadjustments.

ExpertsalsonotedthattheresumptionofoverseasfinancingbyleadingdevelopersshowsthatconfidenceinChineserealestatecompaniesamongoverseasinvestors,andtheircreditlevelhasalsorisen,reflectingthepositiveeffectofaseriesofsupportpolicies,includinglowerinterestratesanddownpayments.

1月房企海外债在连续5个月断发后，终于再度迎来曙光。

克而瑞数据显示，2023年1月，80家典型房企境外债融资50.39亿元，环比增加91.5%；其中，发债主体不仅包括金茂、越秀等央企国企，更有万达商业这样的民营房企。这是时隔多个月之后，房企海外融资重启的标志。

中指研究院指出，受春节假期影响，1月房企融资同环比均为下降，但降幅较上年同期已有所收窄，表明在经历了一年的动态调整及去年年末的政策刺激后，行业融资进入了相对稳定阶段。

在此之前，房企境内融资已经先行开闸。在中债增进的护航下，获准发行中票的房企逐渐扩容，未发生公开违约但规模中等的雅居乐中票已经成功发行；出险房企旭辉的中票发行工作也在推进中。

在“金融16条”的驰援之下，金融机构对房企的支持力度也明显加大。去年四季度以来，陆续有民营房企获得银行的大额授信。根据中指院监测，“金融16条”以来，银行给予房企的授信额度已超5.5万亿元，短期住房开发贷规模有望延续修复态势。

2023年1月，万达商管发行2年期4亿美元债；2月6日，万达再次发行2年期3亿元美元债。万达本月发行的这笔美元债获得了超额认购，其募集的资金用途为现有债务再融资。

1月花样年和华夏幸福均完成了境外债的重组：花样年在1月13日就总额为40.18亿美元的境外债务的重组与债权人达成协议，其境外债务的到期期限将由2022年12月延长2至6.5年；1月16日华夏幸福在境外发行的总额为49.6亿美元的美元债重组方案也获得债权人投票通过。除了这两家企业之外，世茂集团也在1月表示其境外债重组工作在持续推进中，未来可能会有更多违约房企的债务危机迎来转机。

业内人士指出，受行境外债券频繁违约影响，房企海外债发行严重受挫，投资人信心短期内难以修复。而头部央企国企凭借良好的信用安全度再次打通海外融资渠道，为行业恢复发行境外债券打造了基础，未来可能有更多信用良好的房企重获投资人认可，回归海外债发行。同时，近期多家出险房企的海外债务实现整体重组，为存量债务的化解和出清提供了参照样本，也有利于海外融资渠道的逐步修复。

加快推进公共领域车辆全面电动化：工业和信息化部、交通运输部等八部门近日印发《关于组织开展公共领域车辆全面电动化先行区试点工作的通知》，明确提出“加快推进公共领域车辆全面电动化，支持换电、融资租赁、’车电分离’等商业模式创新”等内容。《通知》提出三方面主要目标。一是试点领域新增及更新车辆中新能源汽车比例显著提高，其中城市公交、出租、环卫、邮政快递、城市物流配送领域力争达到80%。二是建成适度超前、布局均衡、智能高效的充换电基础设施体系，服务保障能力显著提升，新增公共充电桩（标准桩）与公共领域新能源汽车推广数量（标准车）比例力争达到1：1，高速公路服务区充电设施车位占比预期不低于小型停车位的10%，形成一批典型的综合能源服务示范站。三是建立健全适应新能源汽车创新发展的智能交通系统、绿色能源供给系统、新型信息通信网络体系，实现新能源汽车与电网高效互动，与交通、通信等领域融合发展。

《横琴粤澳深度合作区发展促进条例》公布：2月8日，广东省人大常委会举行新闻发布会，介绍《横琴粤澳深度合作区发展促进条例》的制定情况和主要内容。《条例》共八章66条，对合作区治理体制、规划建设与管理、促进产业发展、便利澳门居民生活就业、推动琴澳一体化发展和法治保障等方面作出规定，对合作区管理运行事项做了进一步明确，明确了粤澳双方协商建立合作区收益共享机制，合作区国有土地使用权出让收入扣除成本后由合作区与珠海市均等共享。省司法厅副厅长陈春生表示，条例加强了有关粤港澳大湾区规则衔接、机制对接的具体制度设计，特别是针对合作区战略定位和发展目标进行专项立法，有针对性地推进合作区建设发展。《条例》自2023年3月1日起施行。

多家航司加快恢复国际及地区航线：随着出境团队游试点恢复和全面恢复内地与港澳人员往来等政策的实施，各航司正在加快恢复国际及地区航线。东方航空加快推进国际地区航线恢复，目前，东航及旗下公司共执行国际及地区客运航线52条，每周达302班，预计到2月28日，东航国际及地区航班将恢复到60条，每周达到410班，新恢复的航线航班主要集中在东南亚和港澳台等目的地。南方航空持续加大国际运力投放，恢复及新开12个目的国家的48条往返航线，为旅客提供全国出发的丰富航班选择。目前，南航执行50条国际及地区航线，每周航班量82班。
